Todd Ambs, administrator of DNR’s Water Division for more than seven years, is leaving that job to join the non-profit River Network. In a Capitol Roundtable, Ambs reviewed DNR’s initial progress in fighting groundwater pollution and working with eight Great Lakes governors, two provinces in Canada, and leaders of Congress to ratify the Great Lakes Compact.  He said fighting non-point water pollution remains one of the major future problems for Wisconsin. The 2009-10 legislative session touched everyone in one way or another. To get state government through the recession, it raised taxes. It regulated the $793-million payday lending industry, and voted to legalize the on-farm sale of raw milk. It also ended up censuring -- instead of expelling -- Rep. Jeff Wood for personal misconduct. Two veteran speech writers, Rick Berg, who contributed to messages given by former Gov. Tommy G. Thompson and wrote ex-Gov. Scott McCallum's 2002 address, and Ron McCrea, communications director for former Gov. Tony Earl, talked about the long process that led to the their boss standing in the Assembly chamber and delivering what they had written. Gov. Jim Doyle will give his eighth, and last, State of State speech at 7 p.m. Jan. 26.
